Subject: Pending file No. K-4-34976/10 – My application to effect mutation of my property obtained in partition. – dated 4 november 2009.
Dear Sir:
I had applied for a change of Thandapper for 02 hectre 53 are 25 Sq metre of land in Block No.3 in Sy. Numbers 162/4 (2 Hectre, 15 Are 05 Sq Metre), (169/9 19 Are, 12 Sq Metre), 169/10 (19 Are, 04 Sq Metre) in Vilavoorkal village, Neyyattinkara Taluk on 4-11-2009.
I obtained the property vide Document number 1198 of 1971 of Malayinkil Sub-registrar’s Office. The copy of the document is appended to this letter.
There was a mistake in the Area of re-survey and hence a paraspara kaimatta adharam was made as document No. 2411 of 2000. A copy of the same is appended to this letter for ease of reference.
Both these documents were submitted along with my application.
A request was made at the Survey adalat to expedite the process and the file no. was JSA – 2625/09. A special sanction of the Survey Director was obtained and submitted on 25/1/2010.
The Taluk Surveyor Mr. Hemachandran had surveyed the property on January 2010 and the sketch has been prepared. As I understand, the file No. K-4-34976/10 of the K-Section, Additional Tahsildar, Neyyattinkara is still pending.
In short, the application has been pending for the last 2 years. The Director of Surveys and land records vide her order dated 28/9/2011 Vide letter number CA.Sy.No 30/2011 had directed that action be taken within 2 weeks. This has not happened. Instead, it seems, with the idea of delaying the matter and circumventing the order of the Director of Surveys, the Head Draftsman got the survey report edited to put in mistakes and then has forwarded the same back to the Surveyor for "correction". I fail to understand how the mistake was "discovered" after almost 2 years! Was the file gathering dust for 2 years and suddenly took life when there was an order of the Director of Surveys and mistakes incorporated? The applicant should not be penalised for mistakes of staff, deliberate or otherwise. If such mistakes happen, the person responsible should be checked for competence and appropriately dealt with.
It is requested that the authorities check the speed of disposal of applications made AFTER my application was made. This is a matter that should lead to appropriate departmental action AFTER disposal of my application.
The survey was conducted in January 2010.
I would humbly request your good self to effect the mutation that has been pending for the last 3 years and help me.
